Working for the local community

Members of the public are invited to attend parish council meetings. Every agenda includes an Open Forum where local residents can raise matters.
Agendas will be posted on the notice boards and this website.

Skelton Parish Council maintains a number of green spaces in the village including The Green, Crooking Green, Orchard Field and The Pasture. Moreover, the Council provides and maintains a children's playground at Brecksfield. Skelton Cemetery, which is situated about a mile out of the village on Moor Lane, is owned and maintained by the Council. Our website includes information about Skelton village and what we do.

What is a Parish Council?

Parish or Town Councils are an important tier of Government within the UK; a Parish or Town Council is the smallest and most localised tier of local government in the UK and is a properly constituted local authority.

The powers and duties, and the manner in which a Parish Council operates are laid out in local government statute and regulations; Parish Councils operate at a level below national government and also below district borough and combined authorities. Parish & Town Councils are elected and can help on a number of local issues, like planning applications or managing local sports grounds, play areas, open spaces, cemeteries and community halls.

Government Definition

The Parish Council has legal responsibilities as an employer, and sometimes as an owner of public land and buildings.

Parish Councils are Statutory Bodies, having powers under a number of different Acts (the Local Government Act 1972, the Public Health Act 1936, etc.). Only a few Councils need to use all their available powers. It is up to each Council to choose what is appropriate for the community they serve.

The Council raises funds by the annual Precept is set in January of each year. The amount required is guided by the setting of the annual budget in the November preceding.

The Parish Council precept is added to the Council Tax bill and collected by the City of York (on behalf of the Parish Council).

Skelton Parish Council consists of 9 elected councillors who serve for a four year term. Members of the Council are not paid.

The last ordinary elections to Skelton Parish Council took place May 2023 and the next elections to the Parish Council will take place in 2027.

Skelton Parish Council has adopted the LGA Model Code of Conduct in 2021.
